History of BPSC The Bangladesh Public Service Commission is a constitutional body established primarily for the purpose of providing employment in various government jobs and positions. The agency is also involved in the decision-making process for matters such as promotion, posting, transfer, discipline and appeal of government employees. The main purpose of establishing a 'civil' or 'public' service commission in most of the countries traditionally under British rule was to ensure that all decisions on recruitment and other employment matters were in line with the principle of merit and equity. In Bangladesh, this body is called Bangladesh Public Service Commission or Bangladesh Public Service Commission. The first Public Service Commission was formed in the Indian subcontinent in 1926 and was responsible for the recruitment of various Central Government employees in British India. After the formation of responsible governments in different provinces under the Government of India Act of 1919 and later the Government of India Act of 1935, similar commissions were formed at the provincial level including the Bengal Public Service Commission in 1936. After the partition of India in 1947, similar Public Service Commissions were formed at both the central and provincial levels of Pakistan, similar to the Public Service Commission of British India. Thus the Public Service Commission was established in August 1947 in East Bengal (later East Pakistan). After the independence of Bangladesh, two separate commissions named Public Service Commission (I) and Public Service Commission (II) were formed at the initial stage in May 1972 by Presidential Order No. 34 of 1972. However, in order to implement the provisions of the Public Service Commission in the Constitution adopted in November 1972, the government issued a new Presidential Order (Presidential Order No. 25, 1983) which formally completed the formal regulation of the two Public Service Commissions from May 1982. However, the government issued another ordinance in November 1986 to replace the two commissions with one commission and on 22 December 1986 the commission was renamed the Bangladesh Public Service Commission. The most important feature of the Bangladesh Public Service Commission is the constitutional basis rather than the legal basis. A chapter consisting of five articles of the constitution of Bangladesh (2nd part of 9th part) has given the structure and functions of the commission. The Chairman and members of the Commission are appointed by the President (practically on the advice of the Prime Minister) for a term of five years or for a period up to the age of sixty-five years. The constitution does not specify the maximum or minimum number of members to be appointed. However, in a Presidential Ordinance issued in 1986, this number has been fixed at a maximum of fifteen (minimum six) including the Chairman. No special qualifications are required to be recruited as a member. However, at least half of the total members of the commission will be government officials with at least twenty years of experience. Generally, the chairman and members appointed by the government department are all elected from among the top officials and most of the others are senior academics. After retiring from government service, an officer is not considered eligible for re-employment in any government service (including Public Service Commission). But the exception is in the case of the Chairman of the Public Service Commission who, despite retiring from the service, may be re-appointed for an additional term as Chairman and similarly a member of the Commission may be re-appointed as a member or Chairman of the Commission upon retirement.
